All goods shipped to or transiting through* the EU** or Northern Ireland, Norway, and Switzerland by air must include:
- A minimum six-digit Harmonized System (HS) code;

March 1, 2024
These requirements will be extended to shipments via:
!!!! It will be mandatory for FedEx to provide this information to the authorities. If this information is not provided with your goods, we may need to delay your shipment until we obtain the necessary details for submission.
What You Need to Do
Provide a Minimum Six-Digit HS Code for Every Item
You can find the correct codes for your items on your country’s government website.
A Harmonized System (HS) code is an internationally standardized method of classifying goods. Customs authorities use it to identify items and apply the correct duties, taxes, or restrictions. In some countries, HS codes may also be referred to as tariff codes or commodity codes.
Provide a Complete and Accurate Description of the Goods
This is required for each type of item you are shipping. The description should answer the following questions:
- What is it?
- What is it made of?
- What is it intended for?
Be sure to include the material composition breakdown (e.g., a men’s suit may consist of 80% cotton and 20% polyester) and check if additional paperwork is required.
Enter the Information in the Correct Fields
HS codes and item descriptions should be entered in the designated fields of your shipping application and on the commercial invoice. Providing this information only on the commercial invoice may lead to delays in transporting or delivering your goods. If you’re unsure how to enter this information, please contact your sales representative.
Include the Receiver’s EORI Number
If available, you must include the recipient’s Economic Operator Registration and Identification (EORI) number*** in the Recipient Tax ID field of your shipping application (if applicable) and on the commercial invoice.
If you don’t already have these details, please begin providing them from now on. This will help ensure your shipments are compliant, reduce potential customs delays, and guarantee the correct duties and taxes are applied when shipping across borders.
*Shipments originating from the Asia-Pacific region may require transit through an EU country before reaching their final destination in the United Kingdom or other non-EU countries in Europe. For more information, please contact our Customer Support team.
