Important Update: EU’s Enhanced Customs Safety Measures

Import Control System 2 (ICS2) Implementation

Recently, the European Union (EU) has introduced the Import Control System 2 (ICS2) to bolster customs safety and security. This system necessitates providing detailed shipment information to the authorities for enhanced scrutiny.

As a result, effective immediately, all shipments to or transiting through the EU, Northern Ireland, Norway, and Switzerland by air must adhere to the following guidelines:

  • Include a minimum six-digit Harmonized System (HS) code for each item
  • Provide an accurate description of all items in the shipment
  • If available, include the recipient’s Economic Operator Registration and Identification (EORI) number

These requirements are applicable to all goods, excluding documents, irrespective of their value.

Failure to comply with these regulations may lead to shipment delays until the necessary details are furnished.

Key Dates to Remember:

March 1, 2023: Implementation for air shipments to the specified regions

March 1, 2024: Extension of requirements to other modes of shipment

Actions You Need to Take:

Provide Correct HS Codes: Ensure each item is assigned the appropriate HS code, obtainable from your government’s official website.

Accurate Item Descriptions: Describe each item thoroughly, including material composition breakdown and any additional necessary documentation.

Enter Information Correctly: Input HS codes and descriptions accurately in the designated fields to prevent delays.

Include EORI Number: If available, include the recipient’s EORI number in the designated fields to facilitate smooth customs clearance.

By adhering to these guidelines, you can ensure compliance, minimize customs delays, and ensure accurate tax application for cross-border shipments.

Important Information about EORI Numbers:

  • VAT-registered businesses are required to have an EORI number.
  • Private individuals in some countries, such as Norway and Switzerland, may also need an EORI number for shipping or receiving packages. In Norway, it is known as an Organization Number, and in Switzerland, it is referred to as a Unique Identification Number.
